United Pacific Collection Agency is incorporated in both the Territory of Guam and the Commonwealth of the Northern Mariana Islands ("CNMI"). The company was established to satisfy the growing demand for professional collection services.

Management & Staff

United Pacific's staff has more than thirty years of combined experience in billings and collections. They are a unique group of individuals who work together as a team to make this company the largest collection agency in Guam and the CNMI.

We currently operate out of two offices: the main office in Guam and a satellite office in Saipan. United Pacific retains a total staff of fifteen (15) collection officers, and five (5) clerical and research staff in Guam and Saipan. Additionally, our management team is comprised of five (5) members for both Guam and Saipan. Each member of management brings unique professional experiences to the fold, creating a varied background in credit and collections, business, finance, administration and fieldwork. A brief resume of each member of management is included below:

Jerry Francisco, Guam - General Manager

Mr. Francisco has worked with UPCA for a total of 11 years. He started as an in-house collector and quickly climbed into the supervisory level due to his impressive leadership skills. He was promoted to the management team due to his exceptional work habits and trustworthiness. Mr. Francisco has worked very well on every aspect of the business and has demonstrated his true commitment to UPCA.

Helen Flores, Guam - Head of Collection

As Floor Collection Supervisor, Mrs. Flores oversees our collection staff. She is able to satisfy her supervisory responsibilities while simultaneously working her own collection accounts. Through her 14 years of collection experience she has dedicated 7 years of service for UPCA and has grown and developed her collection skills. Mrs. Flores does extensive staff training in the collection process and compliance with the FDCPA, and all recent updates for both our Guam and Saipan offices. Mrs Flores has been detailed to Guam Memorial Hospital Authority (GMHA) Business Office/Patient Affairs Division assisting in the transition of the newly acquired GMHA-UPCA Outsourcing of Collection Services contract.

 

Roland D. Sablan, Guam - Field Collection Manager

Mr. Sablan has been with UPCA for several years. He started as an In-House Collector and has since worked his way to his current capacity as Field Collection Manager. As Field Collection Manager, he oversees the entire relationship with financial institutions such as Citibank, Bank of Hawaii and First Hawaiian Bank. He works with a staff of five (5) Field Collectors, and one (1) administrative assistant, ensuring efficiency with respect to the handling of delinquent accounts. With his staff they work together in regards to vehicle repossessions and their dispositions, mortgage loans, unsecured loans, credit cards and commercial loans and their dispositions. Mr. Sablan's years of service has given him extensive experience in all aspects of field collections as well as in skip-tracing efforts. When called upon by our Saipan office, Mr. Sablan has shown his diverse ability to efficiently assist it with respect to urgent matters at hand.

Collection Staff

The remaining members of the collection staff are all seasoned and well versed in collection "Do's and Dont's". Each collector is tested semiannually on the Fair Debt Collection Practices Act. The test is a form generated by the American Collectors Association and is administered from the ACA's World Wide Web home page.
